Credit Card Interest Rate Change Disclosure Act - Amends the Truth in Lending Act to set forth a 90-day advance notice period as a prerequisite to any increase in an annual percentage rate of interest (APR), or in the index used to determine APR, applicable to an open-end consumer credit plan.
