Safety of Imported Food Act of 1997 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to deem imported food adulterated if it has not been prepared, packed, and held under conditions meeting FDCA requirements (or conditions otherwise achieving the protection required) for domestic food. Allows consideration of whether inspection, testing, or other procedures have been refused. Allows importation denial on the basis of such refusal and other relevant factors.
