Truth in Democracy and Legislative Responsibility Act of 1997 - Directs the U.S. Attorney General to issue a written opinion regarding whether a proposed State ballot initiative (if adopted) would be constitutional. Prohibits a state ballot initiative from taking effect if the Attorney General issues an opinion that the initiative (if adopted) would be unconstitutional.
