Directs the Secretary of the Interior to develop a plan for a project to protect and enhance fish and wildlife habitat of the Missouri River and middle Mississippi River (from the mouth of the Ohio River to the mouth of the Missouri River). Prohibits such plan from adversely affecting: (1) the water-related needs of the region surrounding such rivers; and (2) private property rights. Requires specified plan activities, and requires such activities to be integrated with other related Federal and State activities.
Directs the Secretary to provide for public review and comment on such plan. Requires plan compliance with applicable environmental laws. Provides Federal and non-Federal shares of project costs.
Authorizes appropriations for FY 1999 through 2004.
