To amend title 49, United States Code, to permit an individual to operate a commercial motor vehicle solely within the borders of a State if the individual has passed written and driving tests to operate the vehicle that meet such minimum standards as may be prescribed by the State, and for other purposes.
Commercial Driver's License Devolution Act of 1997 - Amends Federal transportation law to allow an individual to operate a commercial motor vehicle solely within the borders of a State if such individual has passed written and driving tests that meet minimum standards prescribed by such State.
Provides penalties for the operation of a commercial motor vehicle in another State under a driver's license issued solely for operation within one State.
