To temporarily increase the number of visas available for backlogged spouses and children of lawful permanent resident aliens and to provide for certain limitations on the adjustment of status of nonimmigrants physically present in the United States to permanent residence.

Provides for a five-year visa increase for spouses and children of lawful permanent resident aliens, with a specified order of priority.

Amends the Immigration and Nationality Act with respect to the adjustment of status to permanent resident of nonimmigrants physically present in the United States to: (1) increase the related fee; and (2) apply such provision to only those aliens with a petition filed before a specified date.
