To amend the Federal Election Campaign Act of 1971 to require candidates for election for the House of Representatives or the Senate to raise at least 50 percent of their contributions from individuals residing in the district or State involved, and for other purposes.
Citizen Campaign Control Act of 1997 - Amends the Federal Election Campaign Act of 1971 to prohibit candidates from accepting contributions from persons other than local individual residents totaling in excess of the aggregate amount of contributions accepted from local residents.
