Prohibits the head of an executive department from ordering an employee not to comply with a subpoena issued pursuant to a civil action in a U.S. court in connection with such person's employment unless the department head provides a written statement to the court certifying that: (1) the information sought may be reasonably obtained from another source; (2) the information is exempt from disclosure under the Freedom of Information Act; or (3) compliance by the employee would result in a waste of departmental resources.
