Mandates a study of the feasibility and desirability of establishing a national recreational fishing license for individuals 50 years old and older granting the right to fish in any State under the same conditions and restrictions that apply under State law to individuals holding licenses issued by the State. Requires the study to include development of formulas for the imposition of fees and fee allocation among States.
