Volunteers for Children Act

Volunteers for Children Act - Amends the National Child Protection Act of 1993 to authorize youth-serving nonprofit organizations and institutions, in the absence of State procedures requiring qualified entities designated by the State to contact an authorized State agency to request a nationwide background check, to contact such agency to request such check, including a check of fingerprint records.

Modifies fee provisions to limit fees collected by authorized State agencies and the Federal Bureau of Investigation in the case of a background check requested by a qualified entity to the actual costs of the background check conducted with fingerprints. Authorizes (current law requires) the State to establish fee systems that insure that fees to nonprofit entities for background checks do not discourage volunteers from participating in child care programs.

Reauthorizes funding for improvement of child abuse crime information through 2001.
