Guam Organic Act Amendments of 1998 - Amends the Organic Act of Guam to declare that the Attorney General of Guam shall be appointed by the Governor of Guam, with the advice and consent of the legislature, as the Chief Legal Officer of the Government of Guam. Authorizes the legislature, however, to provide for the election of the Attorney General, instead of gubernatorial appointment, in elections after 1998 in which the Governor of Guam is elected.
Declares that a legislative quorum shall consist of a simple majority (currently, 11) of its members for purposes of enacting legislation and the selection of its members.
