To amend title II of the Social Security Act to provide that an individual who has been denied benefits by reason of confinement to a public institution by reason of conviction for a sex offense shall continue to be denied benefits, upon completion of such confinement, while continuing to be confined thereafter by court order in a public institution.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide for continued denial of monthly OASDI benefits to certain individuals who, immediately upon completion of confinement in a penal institution or correctional facility for a sexual offense, are then confined by court order to a public institution for insanity or a similar condition.
