Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1999, the duty on benzoic acid, 2,3,4,5- tetrachloro-6-cyano-, methyl ester, reaction products with p- phenylenediamine and sodium methoxide (C.I. Pigment Yellow 110).
