Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1999, the duty on benzoic acid, 2,3,4,5- tetra-chloro-6-cyano-,methyl ester, reaction product with 2-methyl- 1,3-benzenediamine and sodium methoxide (C.I. Pigment Yellow 109).
