To repeal the provisions of the Taxpayer Relief Act of 1997 which change the rates of the airline ticket taxes and impose a separate tax on domestic segments of air transportation.

Amends the Taxpayer Relief Act of 1997 to repeal specified airline ticket tax provisions. States that the Internal Revenue Code shall be applied as if such provisions had never been enacted.
