Authorizes the Federal Energy Regulatory Commission, upon request of a certain licensee, to extend for not more than three consecutive two-year periods, the time required to commence construction of a specified project in the State of Iowa.
Instructs the Commission to reinstate, effective as of the date of its expiration, any pertinent expired license, and to extend the time required for commencement of project construction for not more than three consecutive two-year periods, the first of which shall commence on the date of such expiration.
