To amend the Federal Election Campaign Act of 1971 to expedite the availability of reports submitted to the Federal Election Commission, and for other purposes.
Electronic Campaign Filing and Disclosure Act of 1997 - Amends the Federal Election Campaign Act of 1971 to provide for: (1) mandatory electronic filing of reports to the Federal Election Commission; (2) the reporting of large contributions made to the candidate's principal campaign committee within 90 days of an election; and (3) the reporting of large independent expenditures made within 90 days of an election.
Directs the Commission to make the information contained in the reports available on the Internet and publicly available at the Commission's offices as soon as practicable (but in no case later than 24 hours) after the information is received. Waives the "best efforts" exception with respect to information on the identification of certain contributors.
