To amend title 18, United States Code, to prohibit the possession or transfer of handgun ammunition capable of being used to penetrate standard body armor.

Amends the Federal criminal code to prohibit any person from possessing or transferring a piece of handgun ammunition which is capable of being used to penetrate standard body armor. Provides exceptions. Requires the Secretary of the Treasury to: (1) determine the capability of ammunition to penetrate such armor; and (2) publish such determination in the Federal Register.
