Amends the Harmonized Tariff Schedule of the United States to grant duty-free treatment to educational and scientific instruments and apparatus that are imported for assembly into the United States.
Authorizes the Secretary of Commerce, upon receipt of a petition by an affected institution, to hold a single expedited hearing to determine whether or not to grant such duty treatment to all of the components of the particular scientific instrument or apparatus for which the application is made, in order to provide for expedited consideration of each component of a scientific instrument or apparatus for which duty treatment is requested.
