Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for a ten percent reduction of drug control and system improvement (Byrne) grants to States that do not have in effect a law which requires, at a minimum, imprisonment of not less than: (1) ten years, for first offenders inflicting serious bodily injury on a child; (2) 20 years, for offenders having a previous conviction for such offense; (3) five years, for first offenders inflicting any bodily injury on a child; and (4) ten years, for such offenders having a previous conviction.
Provides for redistribution of such reduced amount to other States having such a law in effect.
