To amend the Internal Revenue Code of 1986 to assist families in the purchase of coverage for children under school-based health insurance programs, and for other purposes.
School-Based Children Health Insurance Act of 1997 - Amends the Internal Revenue Code to establish an income-based, refundable tax credit for the purchase of school-based health insurance coverage for qualified children.
Directs the Secretary of Health and Human Services to provide financial assistance to States for health insurance outreach and information programs. Authorizes appropriations.
