Amends the Foreign Assistance Act of 1961 to direct the President, acting through the Administrator of the U.S. Agency for International Development, to establish a demonstration program providing assistance to nongovernmental organizations and grass roots organizations in developing countries with illicit crop production for the purpose of developing alternative crop production specific to the unique soil, environmental, and economic development needs of such countries.
Authorizes appropriations.
