To make satisfactory progress toward completion of high school or a college program a permissable work activity under the program of block grants to States for temporary assistance for needy families.

Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to make satisfactory progress toward completion of high school or a college program a permissible work activity under the TANF program.
