To prohibit a State from penalizing a single custodial parent of a child under age 11 for failing to meet work requirements under the State program funded under part A of title IV of the Social Security Act if the parent cannot find suitable child care.

Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to raise from six to 11 the maximum age of a child whose single custodial parent may not be penalized by a participating State for failing to meet work requirements under the State TANF program if the parent cannot find suitable child care.
