Authorizes the Pyramid of Remembrance Foundation to establish a memorial on Federal land within the District of Columbia or its environs to honor members of the armed forces killed while engaged in a military operation, other than a declared war, which involved conflict with an opposing foreign force.
Prohibits the use of Federal funds in establishing such memorial.
