To amend the Internal Revenue Code of 1986 to provide that the commercial activities of an Indian tribal organization shall be subject to the unrelated business income tax.

Amends the Internal Revenue Code to impose, subject to exception, on the commercial activities of an Indian tribe the tax on unrelated business income of charitable organizations.
