To amend the Public Law 99-548 to expand the right of the City of Mesquite, Nevada, to purchase certain public lands in the vicinity of the City.

Requires the City of Mesquite, Nevada, to notify the Secretary of the Interior, not later than 25 years after enactment of this Act, as to which of specified public lands it wishes to purchase. Grants the city the exclusive right to purchase such parcel of lands within that period.

Provides that in the event the Department of Aviation for Clark County, Nevada, in conjunction with the Federal Aviation Administration, identifies public lands in Nevada other than such parcel as better suited for the development of a commercial airport to serve Mesquite, the city shall have the exclusive right to purchase such other lands for such specified period.
