To establish permanent authority for the provision of assistance to small orchardists to replace or rehabilitate trees and vineyards damaged by damaging weather and related conditions and to appropriate funds to provide such assistance.
Permanent Crop Loss Emergency Assistance Act of 1997 - Directs the Secretary of Agriculture to provide specified assistance to eligible commercial orchardists for restoring and replanting trees and vineyards lost or injured by damaging weather or related condition. Authorizes appropriations.
