Amends the Federal Election Campaign Act of 1971 to provide for a voluntary limitation on expenditures in House of Representatives elections.
Decreases the contribution limitation amount applicable to contributions made to House candidates by multicandidate political committees.
Increases the contribution limitation amount applicable to contributions made to House candidates by individuals other than multicandidate political committees.
Requires that with respect to a reporting period for a House election: (1) at least two-thirds of the total amount of contributions be from individuals; and (2) at least 80 percent of such total be from local individual residents.
