Act to Save America's Forests - Title I: Amendments to Existing Land Management Laws - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 (National Forest System), the Federal Land Policy and Management Act of 1976 (public lands), the National Wildlife Refuge System Administration Act of 1966 (National Wildlife Refuge System), the National Indian Forest Resources Management Act (Indian lands), and Federal law relating to forest management on military lands to: (1) provide for native biodiversity conservation; and (2) restrict and prohibit certain logging practices.
Title II: Protection for Northwest Ancient Forests, Roadless Areas, and Special Areas - Describes special areas as Federal forest land parcels possessing outstanding biological, scenic, recreational, or cultural values, exemplary on a regional or national level, which may not meet the definitions of Northwest Ancient Forests or roadless areas. Designates specified Special Areas which shall be subject to restrictions on road construction and logging in the following States: (1) Alabama; (2) Alaska; (3) Arizona; (4) Arkansas; (5) California; (6) Colorado; (7) Georgia; (8) Idaho; (9) Illinois; (10) Michigan; (11) Minnesota; (12) Missouri;(13) Montana; (14) New Mexico; (15) North Carolina; (16) Ohio; (17) Oklahoma; (18) Oregon; (19) South Carolina; (20) South Dakota; (21) Tennessee; (22) Texas; (23) Vermont; (24) Virginia; (25) Wisconsin; and (26) Wyoming.
Provides for the appointment of a committee of scientists to recommend additional Special Areas.
Restricts road construction and logging in Northwest Ancient Forests, Special Areas, and roadless areas on Federal lands.
