Authorizes the Secretary of the Interior to guarantee a loan to either the Olivenhain Municipal Water District or a nongovernmental developer selected by the District to build and finance the Olivenhain Water Storage Project in northern San Diego County, California.
Directs the Secretary to require as conditions of providing such guarantee that: (1) the borrower establish and maintain with a trustee designated by the Secretary a specified reserve fund; (2) the District agree to use its revenues to make all required loan payments prior to any payment by the United States under the guarantee; and (3) the designated trustee agree to use all amounts received for loan repayment to repay the loan.
