Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to provide for testing under the screening program authorized by the Federal Food, Drug and Cosmetic Act of any substance that may be found in discharges of pollutants into navigable waters if the Administrator determines that a substantial population may be exposed to such substance.
