Amends provisions governing the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to provide that, whenever the Secretary of Defense requests or requires a member of the armed forces to receive an investigational new drug, the Secretary shall provide such member a notice identifying such drug as an investigational new drug, giving the reasons why such drug is being administered and disclosing possible side effects. Requires such notice to be provided before such drug is administered, if practicable, but in no case no later than 30 days afterwards.
Requires the Secretary to report to the Congress the reasons a form of notice other than written notice is used.
