To assure appropriate disincentives to the illegal use of marijuana in those States where there is an exception for medicinal purposes to the prohibition against the use of marijuana by denying Federal benefits to persons convicted of certain drug offenses.
Medical Marijuana Deterrence Act of 1997 - Amends the Controlled Substances Act to provide that, in any State in which it is not unlawful to use marijuana for medicinal purposes, an individual who is convicted of a State drug trafficking or possession offense shall be ineligible for certain Federal benefits (the issuance of any grants, contracts, loans, or licenses provided by a Federal agency or through appropriated funds) without regard to any discretion of the court.
