Fairness for Mentally Disabled New Americans Act of 1997 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make qualified aliens who are mentally impaired eligible for specified Federal, State, and local public benefits.
Prohibits States from imposing a minimum U.S. residence requirement with respect to such benefits.
Amends the Immigration and Nationality Act to exempt such persons with a U.S. citizen-guardian from naturalization language, history, and oath of allegiance provisions.
