To amend title 18, United States Code, to prevent nonimmigrants from possessing a firearm for other than lawful hunting or sporting purposes, and to prevent permanent resident aliens from possessing a firearm until present in the United States for 1 year.

Amends the Federal criminal code to prohibit firearms possession by: (1) nonimmigrant aliens for purposes other than lawful hunting or sporting (with exceptions for diplomats and their security guards); or (2) permanent resident aliens until such aliens are present in the United States for one year.
