To require the Administrator of the Environmental Protection Agency to prescribe a rule that prohibits the importation for disposal of polychlorinated biphenyls at concentrations of 50 parts per million or greater.

Requires the Administrator of the Environmental Protection Agency to promulgate a rule under the Toxic Substances Control Act to prohibit the importation for disposal of polychlorinated biphenyls (PCBs), or PCB items, at concentrations of 50 parts per million or greater. Permits the Administrator to grant exemptions from this prohibition, by rule, for specific transboundary shipments into the United States of such materials. Provides procedures for congressional oversight of any such exemption.
