To provide for modification of State agreements under title II of the Social Security Act with respect to certain students.

Grants States the option to modify at any time before January 1, 1998, any voluntary agreement with the Commissioner of Social Security for coverage of State and local employees so as to exclude service performed in the employ of a school, college, or university if it is performed by a student who is enrolled there and regularly attending classes.
