Proposing an amendment to the Constitution of the United States to provide for four-year terms for Representatives, to provide that Representatives shall be elected in the same year as the President, and to limit the number of terms Senators and Representatives may serve.

Limits Representatives to three terms and Senators to two. Deems Representatives who have served two years of a term and Senators who have served three to have served a full term.
