Expresses the sense of the Congress that: (1) the Government of Cuba should extradite Joanne Chesimard to the United States to complete her life sentence for the murder of New Jersey State Trooper Werner Foerster; and (2) the United States should not ease any restrictions currently in place with respect to Cuba before such extradition.
