Expressing the sense of the Congress that the Federal Government should increase its support for basic and applied scientific research, and for other purposes.

Expresses the sense of the Congress that the Federal Government should: (1) increase its financial support for basic and applied scientific research in the United States; (2) encourage the maintenance and growth of such scientific research within the corporate and industrial sectors of the U.S. economy; and (3) analyze and, where necessary, adjust the Federal incentives with respect to such scientific research to ensure the global competitiveness of the United States.
