Expresses the sense of the Congress that the Federal Government should: (1) increase its financial support for basic and applied scientific research in the United States; (2) encourage the maintenance and growth of such scientific research within the corporate and industrial sectors of the U.S. economy; and (3) analyze and, where necessary, adjust the Federal incentives with respect to such scientific research to ensure the global competitiveness of the United States.
