Interstate Compact - Grants congressional consent to the Northeast Interstate Dairy Compact entered into among the States of Vermont, New Hampshire, Maine, Connecticut, Rhode Island, and Massachusetts to assure the viability of dairy farming in the northeast and to assure consumers of an adequate, local milk supply.
Limits Compact regulatory authority to Class I milk.
Authorizes Delaware, New Jersey, New York, Pennsylvania, Maryland, and Virginia to join under specified conditions.
Requires the Compact Commission to remove overproduction incentives.
Sets forth Compact provisions.
