A bill to amend title 38, United States Code, to restrict payment of a clothing allowance to incarcerated veterans and to create a presumption of permanent and total disability for pension purposes for certain veterans who are patients in a nursing home.
Veterans' Benefits Reform Act of 1995 - Requires the clothing allowance payable because of a service-connected disability to be reduced on a pro rata basis for any veteran who is incarcerated for over 60 days in a penal institution that provides clothing.
Includes persons 65 years of age or older who reside in a nursing home among those who are considered to be permanently and totally disabled for purposes of veterans' pensions provisions.
