A bill to prohibit the payment of certain Federal benefits to any person not lawfully present within the United States, and for other purposes.
Illegal Alien Benefits Prohibition Act of 1995 - Prohibits the payment of Federal benefits (with specified exceptions) to persons not lawfully in the United States.
Declares that States shall not be required to provide Federal or State benefits to such aliens.
Requires the Attorney General to promulgate related eligibility verification regulations.
Authorizes appropriations.
