Amends the Social Security Act to gradually increase the retirement age from 65 to 70 years by 2030, and the early retirement age, by 2017, from: (1) 60 to 63 years with respect to widow's and widower's insurance benefits; and (2) 62 to 65 years with respect to old-age, wife's, or husband's benefits. Limits the reduction in retirement benefits of early retirees to 30 percent and increases the retirement and early retirement ages further beginning in 2030.
