Voter Turnout Enhancement Study Commission Act - Establishes the Voter Turnout Enhancement Study Commission to study the costs and benefits and the impact on voter turnout of changing the Federal income tax filing date to the Federal election date.
Terminates the Commission on the date of a required report.
Authorizes appropriations.
