Establishes the New Bedford Whaling National Historical Park in New Bedford, Massachusetts, to include the National Historic Landmark Schooner Ernestina and to be administered as a unit of the national park system.
Requires the Secretary of the Interior, to ensure recognition of the contribution of Alaska Natives to the history of whaling in the United States, to provide: (1) financial and other assistance to establish links between the Park and the North Slope Borough Cultural Center, located in Barrow, Alaska; and (2) other appropriate assistance and funding for the Center.
Requires expenditures to consist of: (1) one dollar of Federal funds for each four dollars of non-Federal funds for cooperative agreements entered into under this Act; and (2) non-Federal funds matching Federal funds for visitor and interpretive facilities (other than operation and maintenance costs).
Requires the Secretary to submit to specified congressional committees and implement a general management plan for the Park. Authorizes appropriations. Restricts the use of funds for visitor and interpretive facilities, directional and visitor orientation signage, and operation or maintenance of, or interpretive and educational programs for, the Schooner Ernestina.
