Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to deny SSI benefits for a disability if alcoholism or drug addiction would be a contributing factor material to the determination that the individual is disabled.
Authorizes appropriations from the amount which would otherwise have been expended for FY 1997 through 2000 but for the amendments made by this Act for: (1) substance abuse treatment services grants through the Federal Capacity Expansion Program under the Public Health Service Act; and (2) the medication development project of the National Institute on Drug Abuse to improve drug abuse and drug treatment research.
