A bill to provide guidelines for the membership of committees making recommendations on the rules of procedure appointed by the Judicial Conference, and for other purposes.

Revises provisions under the Federal judicial code with respect to the composition of committees appointed by the Judicial Conference to assist it in making recommendations on rules of procedure to require that each such committee have a majority of members of the practicing bar and have members of the bench (including trial and appellate judges) and academics.
