Arlington National Cemetery Enhancement Act of 1996 - Directs the Secretary of Defense, upon determining that the Department no longer requires the Navy Annex Federal Building Number 2 in Arlington, Virginia, to offer to transfer to the Secretary of the Army administrative jurisdiction over such property to be utilized as part of the Arlington National Cemetery, Virginia.
